NewTicker_Hover and NewsTicker _ Leave handles Mouse Hover events and Mouse Leave events respectively. The scrolling stops if you hover the mouse over the form and starts again if the mouse leaves.  If you uncomment the debug code, run it in debug mode (press F5).  Build the app and Run it.

Limitations & Suggestions for Enhancements

• This application is not internet-enabled.
• Most other ticker tapes are embedded in an HTML page for ease of use, whereas this application can’t be used inside an HTML page. One remedy is to code it in ASP.Net.
• Flickering will be present, and I don’t know how to reduce it. Suggestions are welcome.
• It doesn’t necessarily fill the width of your desktop.  Suggestions are welcome.
